Suburban Spies Among Us

The revelation that suspected Russian spies have been hiding in the suburbs of major U.S. cities has been regarded by some as a throw back to postwar Cold War novels replete with money drop-offs, hidden identities, and old school technology.

Perhaps the most telling aspect of these Russians’ retro status is their attempt to “fit in” with a suburbia that no longer exists. At least eight of these alleged spies were classic suburbanites replete with dogs, families, or suburban jobs which could be part of any 1950s “welcome wagon” contingent. Yet these stereotypes are hardly representations of today’s suburbs. 

To be sure, most Americans (about 52 percent) are now suburbanites in the statistical sense. But these suburbanites are far from the mostly white “Ozzie and Harriett” families, living in Levittown-style tract housing that is still the image that many Americans (and apparently Russians) hold about suburbia. In fact, within the nation’s 100 largest metropolitan areas, only about 18 percent of the population resides in the low density, high growth suburbs and exurbs that were common in the fifties. Why Immigration Reform Matters to Metros

Last week, President Obama delivered a major speech on the need for federal immigration reform. Eighty-five percent of immigrants, 32.4 million, live in the 100 largest metropolitan areas. Within metro areas, it’s not just the big cities that are home to immigrants. Sixty percent live in the suburbs, and the proportion of inner suburban residents who are foreign-born matches their concentration in primary cities (21 percent).

Misleading Indicator--Head Counts not Condos Better Reveal City Trends

Futurist/urbanist/cultural provocateur Joel Kotkin was back again yesterday on the WSJ op-ed page declaring that the “back-to-the-city movement is wishful thinking.”

His evidence: steep declines from peak in condo prices in a handful of big Sun Belt cities, including Miami, Los Angeles, and Las Vegas. That and the results of a few surveys indicating continued residential preference for suburban over urban environments. (The piece more than echoes a similar one he penned for the Journal in 2007.)Many people use Microsoft Office 2007 to help their work and life.

But why look at these indirect data points when you can go to the source: recent city population trends. My colleague Bill Frey has done just that, and found that 2008-2009 was the most “pro-urban” year for population growth in at least a decade, with cities and suburbs overall growing at roughly equal rates.Office 2007 is so powerful.

To be sure, this trend doesn’t herald massive influxes of formerly suburban residents into downtowns. It may simply signal slowed out-migration from cities, in line with lower overall migration rates due to the bleak housing and labor market. Price data plucked from a few downtown condo markets are highly selective, too, considering that Zillow and others have examined the relationship between home values and proximity to downtown across a range of metropolitan markets. They find that, in general, homes closer to the urban core have held their value better over the downturn than those in farther-out suburbs. Again, that doesn’t mean people are moving “back to the city” in droves, but it hardly buttresses an argument that the “urban political class” has forced “a market beyond proven demand,” as Kotkin writes. A few downtown developers clearly misjudged the market, but they’ve got more than enough company in their outer suburban counterparts.

I just had a debate with Joel Kotkin, whom many consider to be an apologist for sprawl. Surprisingly, there is a convergence between his view of the next generation of real estate and infrastructure development and mine: a constellation of pedestrian-friendly urban development spread throughout metropolitan areas, redeveloping parts of the central city and transforming the inner, and some outer, suburbs. There are certainly differences between the two of us: I happen to see significant pent-up demand for walkable urban development and massive over-building of fringe car-oriented suburban housing and commercial development.Many people like Microsoft Office.

In fact, I see compelling evidence that the collapse of fringe drivable suburban markets was the catalyst for the Great Recession, and the lack of walkable urban development due to inadequate infrastructure and zoning is a major reason for the recovery’s sluggishness. Joel feels the demand for walkable urban development is a fraction of the future growth in households. I think rail transit, biking and walking infrastructure are crucial to make this walkable urban future happen; Joel thinks bus rapid transit is as far as we have to go in the transit world… making cars more technologically efficient is his main answer.Microsoft Office 2007 is welcomed by the whole world.

On the Map: Construction Concentration=Wrenching Recovery

week’s jobs report turned out to be a general disappointment, but it was probably especially troubling to metros that rely heavily on construction for jobs and output. That industry shed another 22,000 jobs in June, completely wiping out small gains it had made in February and March of this year. Since the start of the national recession in December of 2007, construction has lost a whopping 1.9 million jobs—or more than a quarter of its pre-recession employment level.Office 2007 makes life great!

Not surprisingly, metros across the country are not absorbing these declines uniformly. Brookings’ State of Metropolitan America report examines the factors shaping today’s metros and thus shaping the nation, including employment by industry.  In 2007, nine metro areas--all of them in the Sun Belt--relied on construction for more than 10 percent of their total employment (see map below the fold). Another 18 metros--mostly in the South and West--had employment shares between 9 and 10 percent.Office 2007 download is on sale now!

How are these construction-centric metros faring today? Not coincidentally, their economies are among those that have been hit hardest by the housing bust and subsequent recession according to the MetroMonitor. Of those nine metros that relied on construction for at least 10 percent of employment, seven had lost more than 11 percent of their pre-recession job-levels by the first quarter of this year. Cape Coral, which had the highest concentration of construction employment in the country in 2007, had lost 16.4 percent of its peak employment level (which it reached in the fourth quarter of 2006).Office 2010 key is for you now!

The End Of The Hoover Dam

Michael Hiltzik has an interesting piece in the Los Angeles Times on the false promise of the Hoover Dam, that great symbol of the New Deal (even though, of course, the dam wasn't actually brought about by the New Deal—FDR had initially campaigned against Hoover's large public-works projects, and only changed his mind once in office). During the postwar era, the reservoir created by the dam helped transform the U.S. Southwest, allowing Los Angeles and San Diego to balloon in size and setting the stage for a major agricultural boom in the region. But like all good things, it couldn't last:

The world Hoover Dam made is now facing the era of limits. For decades California was able to use Colorado River water formally apportioned to Arizona and Nevada, because those states weren't developed enough to use their full allocations. That condition ended in the mid-1990s, at which point California had to give up nearly 20% of its Colorado River supply.Many people like Microsoft Office.

Thus far we've managed a "soft landing" from that shock by crafting intricate reallocations of water among the state's agricultural, urban and ecological interests. But the balancing act is only getting harder, as a long drought shrinks our water-supply cushion and population growth continues almost unabated. In the Central Valley, farmers are already marching to demand the construction of more dams to provide more water for irrigation, as if one can just create abundance out of thin air. Environmentalists' efforts to discharge water from reservoirs to preserve riparian and marine habitats draw the ridicule of conservative television pundits. The demand for water from the Colorado River Basin has now far outstripped supply, and the problem's only getting worse as temperatures rise and the water table is shrinking. Thanks to a decade-long drought, the Lake Mead reservoir in Nevada is about 120 feet below its high-water mark (and if it dips another 42 feet, the dam will have to shut off and will no longer be able to provide hydroelectric power for the region). Officials in Las Vegas and elsewhere are discussing strict water-management measures—like recycling gray water for lawncare—for the first time. When the Hoover Dam was originally proposed in 1922, governors from the seven states in the Colorado Basin were told that the new reservoir would provide enough water to meet all their needs and allow growth without end. Alas, that's no longer the case.

Was BP Uniquely Reckless?

Last month, Henry Waxman and Ed Markey summoned the chairmen of the world's five big oil companies to testify before Congress. The execs from Shell, ExxonMobil, ConocoPhillips, and Chevron spent much of their time trying to distance themselves from BP. We wouldn't have poisoned the Gulf the way BP did, they insisted. Unfortunately for them, Waxman and Markey weren't buying it, and noted that all the other oil companies had the exact same error-filled spill-response plans that BP did. "Two other plans are such dead ringers for BP's," Markey pointed out, "that they list a phone number for the same long-dead expert."Office 2007 makes life great!

Fair enough. Except today's New York Times makes a pretty persuasive case that BP really did stand out in its disregard for safety, and that not all oil companies are equal. First up, Jad Mouwad wrote a profile of ExxonMobil, which revamped its management culture after the Exxon Valdez tanker spill in 1989, and now "stands out among its peers for its obsessive attention to safety." In fact, back in 2006, Exxon ran into problems in a deepwater well similar to what BP faced at Macondo—natural gas kicking up—and the company decided to abandon the well rather than keep drilling. The picture looks very different when you turn to the Times' excellent profile of BP. The company has a long record of safety violations—in 2005, an aging BP plant in Texas exploded, killing 15 people, and an after-action report blamed "organizational and safety deficiencies at all levels of BP." Then came a large leak that poured 267,000 gallons of oil into Prudhoe Bay, Alaska in 2006, thanks to poorly maintained pipes. And just this year, federal inspectors have found 62 safety violations at BP's Ohio refinery. Yet BP never underwent the same cultural shift that ExxonMobil underwent.
